With 98 percent of Ohio precincts reporting, President Bush was leading Sen. John Kerry 51 percent to 49 percent in the state.
But the Kerry's campaign manager early Wednesday refused to concede defeat.
"The vote count in Ohio has not been completed," said Mary Beth Cahill. "We believe when they are, John Kerry will win Ohio."
Ohio Secretary of State Ken Blackwell said that by law, provisional and absentee ballots won't be counted until 11 days after the election. He said he could not immediately put an estimate on the number of those ballots, but he said 250,000 might not be out of the realm of possibility.
While he said the exact number of provisional ballots was unknown, he said it is "trending toward 175,000."
Blackwell suggested "everybody just take a deep breath and relax."
Kerry's running mate, Sen. John Edwards, said, "We've waited four years for this victory, so we can wait one more night."
Iowa (http://www.cnn.com/ELECTION/2004/special/president/showdown/IA/) election officials blamed broken machines, a delay in opening absentee ballots and apparent fatigue for delaying the secretary of state's report of a final count until some time Wednesday.
New Mexico (http://www.cnn.com/election/2004/special/president/showdown/NM/) also will not release presidential election results until later Wednesday because thousands of absentee ballots remain uncounted, according to a spokesman for the secretary of state.
No winner has been projected for Wisconsin (http://www.cnn.com/ELECTION/2004/special/president/showdown/WI/).
That leaves Bush with 254 Electoral College votes to Kerry's 242.

There are probably less than 150,000 provisional ballots based on the way the totals are coming together. But even if there are 200K provisional ballots I can guarantee you that half of them will be thrown out.

Wasn't the damned election on November 2?

This "provisional ballot" crap will be the 2004 "hanging chad."

They already have the Rock and Roll Hall of Fame. Why the hell do they need to try to garner more attention?
