I was wondering if anyone had any suggestions on an affordable way to start a website. Nothing big just kind of a personal site that could be like a hobby.

I don't know a lot about this stuff but it is something I have always wanted to do.

Who are good sites to go through, etc?

I registered my domain through Godaddy.com. Its cheap..8.95. That would be your first step, me thinks.

I had a domain registered and site hosted by Web.com (http://www.web.com/).
They don't offer much help in the way of building your site though. You can find that kind of stuff all over the web.
This (http://www.pageresource.com/) is a good site though it might be a bit technical. Use Google (http://www.google.com/). It's your friend.

If you don't know HTML and just want a personal site, start with something like www.blogger.com
