I actually remember a game at Arrowhead vs Denver in 1990 I think that the officials did call a penalty on the Chiefs because Elway was bitching about the noise so much.

I saw it called against KC against the donks. The KC fans have been threatened with this by refs a few times. I doubt you will see that call any more though.

I haven't seen tha penalty called for at least 5 years now....I remember when QB's used to throw their hands in the air and refs would throw the flag

Refs have learned, as well as QBs, that it only makes the crowd worse because now you have pissed them off.

The team is supposed to control the crowd?

I don't get it.
I think it's because the QB cannot be heard when calling plays due to the volume of the crowd.

Don't be sorry, explain it.

Why is it there? If it's there, why isn't it called?

The center wasn't looking, and he looked like a three year old throwing a temper tantrum.

I posted that in reference to a couple of comments on Elway that i didn't understand. I't since been somewhat explained.

I understood from the get-go that it was due to QB communication, what i don't understand is why it isn't called if it's in there. Does it require the opposing QB to have a whinge?

...Dumbest rule ever in the history of the NFL. IMO.

Well, the ref isn't going to know that the QB can't be heard unless they are told. They're not the ones standing right behind the Center. So, I guess it would take whinage.

Man, it's so hard to be a smartass anymore!

I can't remember specifics.

The league created tha rule a few years back, and after a couple of years of trying to enforce it, came to the realization it only incited the crowd to make more noise.

Oh, and yes, Elway was the whiney ass bitch who most often asked for enforcement, in KC.

I haven't seen it called in awhile.

It's a bullshit rule, too. Maybe next they will have a penalty for throwing batteries.
