Judging from the article, it doesn't appear that she was intending to curse God. That may simply be the spin from an author who believes it's a foregone conclusion that God brought the famine. However, if she was a strong believer in tribal witchcraft, as the article suggests, then it is likely that she believed the famine was brought on by a person using such magic, and was intending to curse a person. She merely directed the curse to "whoever brought the famine." Just because we industrialized people believe that such things as famine are simply natural disasters or are Acts of God, doesn't mean that a tribal witch in rural Africa is of the same opinion (even though Kenya is predominately Christian).
