I'm surprised to find myself in the minority on the A-B pair asking whether Israel will drop a nuke on a muslim country or muslims will drop a nuke on Israel. I think it's more likely that Israel will drop a nuke. For one thing, they're the only middle eastern country that has any so far (although Pakistan does represent the muslims in the nuclear club). More importantly, if nukes are used in the middle east, Israel will be using them. It could be retaliation for a muslim nuke, a first strike, or a desperate response to overwhelming conventional forces, but I don't think Israel will stand by and be nuked without using it's own arsenal.

If the question is who is more likely to use one first, I'd agree with the majority that it would be a muslim group. Israel has held it's hand so far and there are countless examples of muslims expressing an interest in the destruction of Israel.
