This is just a guess, but I'd say it was totally political and has no basis or grounds.

I think they should draft a resolution to change Gerald Ortiz Y Pino's name to Bob jones, but that has no basis either

The "We have an election coming up" grounds. I think it'll be funny (in a very sad way) to see how far this goes. If it really does happen I'm going to guess that more presidents than not from now on get impeached sometime while in office. Once you start bringing a gun to a knife fight everyone else will too.
