anyone know jack about effing up explorer?

I need to jack up someones internet explorer without uninstalling it. This guy at work spends atleast 50% of his day on some site called Chiefsplanet and now he's trying to blame ME for HIS lack of production (yeah right you're the one messing around on a football site at work pal). Could I go into the program file and delete a couple of executables or something? I know alot of you are thinking she could do the un/install thing but he is WAY TOO STUPID to do that.
