The first responsibility of the federal government is to protect our citizens by controlling America's borders, while ending illegal immigration and identifying every non-citizen in our nation. We must restore integrity, accountability and the rule of law to our immigration system to regain the faith of the American people." - Mayor Rudy Giuliani

CONTROL OUR NATION'S BORDERS

Bring Order To The Border: Congress authorized the construction of 700 miles of border fence in 2006 and then appropriated over $1.1 billion for border security. However, Washington has only built a few dozen miles of fence. Rudy will commit to building the fence - both physical and high-tech - now, while deploying and maintaining 20,000 Border Patrol agents and measuring their progress toward ending illegal immigration. It is important to accomplish this goal in order to preserve and expand legal immigration.

Implement BorderStat: Rudy will propose BorderStat to bring accountability to measuring the progress in securing our borders. BorderStat is modeled after the Mayor's successful New York City program CompStat which helped reduce the city's crime by imposing accountability. It will use key indicators to identify both effective enforcement strategies that demonstrate tangible results and areas of the border where we are failing so the failures can be immediately corrected.

IDENTIFY ALL NON-CITIZENS ENTERING AND EXITING AMERICA

Issue A Single, Tamper-Proof Biometric ID Card: Rudy will propose the Secure Authorized Foreign Entry Card (SAFE Card) to be uniform for all non-citizen workers and students, utilizing tamper-proof and biometric features for secure identification.

Create A Single National Database Of Foreigners: It is critical to America's security to have one national database of non-citizens in our country. Rudy will propose consolidating all existing databases into one so a foreigner's legal status can be quickly checked.

Identify Those Who Have Left The Country With Biometric Check-out System: Forty-five percent of illegal immigrants in America came into our country legally but overstayed their visas. Rudy believes we need a biometric check-out system so we know who has left America and can focus enforcement on those who remain.

DEPORT CRIMINAL ALIENS

Deport All Illegal Aliens Who Commit A Felony: America currently only deports 14% of the roughly 300,000 foreigners who commit crimes in our country. Rudy will commit to deporting all foreign individuals who have abused their privilege of staying in the United States.

AMERICANIZE IMMIGRANTS

Require All Immigrants to Truly Read, Write & Speak English: Rudy believes immigration and Americanization go hand-in-hand. As President, he will propose that all immigrants who want to become citizens must truly read, write, and speak English and learn American civics. For the American experiment to succeed, we need a common language.

Don't you think it's reasonable for a mayor to favor a policy that benefits his city and for a candidate for president to base his policy preferences on what's good for the nation as a whole? I mean it would be noble for a mayor to look out for the country first even if his city had to be disadvantaged as a result, but that's not very realistic in the world of politics.

I think it has to do with fact that Rudy had his hands tied... The Federal Govt would only kick out 3,000 Illegals a year from NYC.... so Rudy, being the realist he is, said alright, lets deal with them....

Illegal Immigration is a huge issue this year. We have to end it now, and I think Rudy can get it done.

I think so. And I think Benito Guiliani's solution is a slippery slope to expanding such an idea.

Anyone who doesn't agree with Ron Paul is a nazi. On the other hand, nazis who do agree with Ron Paul just want government off their backs.

I can't believe that Rudy Giuliani is being compared to a NAZI... this is the ugly side of politics that has turned off so many to politics.

Rudy Giuliani is trying to make this country a better place. You may need agree with him on every issue, but I would hope that everyone can atleast respect the man.

Rudy is the most dangerous of the GOP candidates. NY is a very agressive city and some of that may be fine there...but not as the head of a superpower with the weapons and power we have.

That may be a play on fear but it's in the direction of reducing govt power and control to maintain liberty especially when it's not necesssary. Besides, it's true. Whereas fearmongering to cause a war, even a ww when there is no threat is a crime and a disgrace. JMO.

There's been several pushes for a National ID under various guises. I personally, know of some attempts that were squashed behind the scenes and that Ron Paul was involved in getting it squashed.

Don't you think it's reasonable for people to expect politicians to operate from a set of principles, instead of changing their stripes whenever an election comes up?

I don't have much respect for the guy. He got a lot of first responders killed with his lack of attention to important details.

Also, I wanted to comment that this plan is unworkable unless every American was required to carry this card.

I personally do not like Giuliani and think he would be a bad president for this country. But, as I've said before, his work against the Mafia as a U.S. Attorney and effective use of the RICO law does deserve a large degree of respect.

I think one of the principles that people expect their politicians to adhere to is to act in a way that balances the best interest of the domain over which they govern and the best interest of their constituents. For a mayor or a president, these two factors are coincident. For a representative or a Senator, there is a bit more of a balancing act involved.

I have posted before where I also give Rude-y due credit as a mayor...but I don't think everything done there would translate to being a good leader for this country, especially with what is going on and due to his connections and alliances. He'd be too authoritarian.

I could certainly deal with a Nazi, that has no federal or govt power far more easily than I could one who craves power and would have power, especially the type of power our increasing imperial presidency is getting....and even more when they have access to weapons of mass destruction. But then someone without any real govt power wouldn't really be a National Socialist...it requires concentrated centralized power to be a true Nazi.

Therein, lies the difference.
One can't really hurt you, unless they break general laws....the other can.

How do you feel about the broken windows policing, which Giuliani undertook as mayor of New York?
