Rove has planted information to make the other side seem like they were doing things to his side (bugging their own campaign offices, etc.). That was the reference.

Frank Burns
From Wikipedia, the free encyclopedia
.
M*A*S*H character
Frank Burns
Rank Major (captain in Richard Hooker's original novel and later Lieutenant Colonel after leaving)
Gender Male

Television portrayer Larry Linville
First appearance M*A*S*H: A Novel About Three Army Doctors
.

Major Franklin Delano Marion "Frank" Burns is a fictional character in the M*A*S*H film and television series. He was portrayed in the film by Robert Duvall, and in the series by Larry Linville. Burns first appeared in the original M*A*S*H novel by Richard Hooker, where he has the rank of captain.

The character is only slightly different in all versions; in the original novel, Burns was a borderline incompetent and egotistical doctor who blamed others for his own shortcomings; in the film, he is also a brooding religious fanatic, while in the television series he is an officious, frenetic, pompous twit obsessed with military order.

This is just an old reference. These type of tactics are not new and certainly I am not suggesting Rove holds a patent, my suggestion was unfortunately they do work. Rove learned under Daniel Segretti (of the Cannuck letter fame) during the Nixon reelection years and probably found that it is fairly easy to do and pretty hard to prove.

Muslin is a type of finely-woven cotton fabric, introduced to Europe from the Middle East in the 17th century. Its first recorded use in England was in 1670. It was named for the city where Europeans first encountered it, Mosul, in what is now Iraq, but the fabric actually originated from Dhaka in what is now Bangladesh.

The case of the purloined videotape is far from over, but fingers are already pointing at Karl Rove, Gov. George W. Bush's chief political strategist. There's no proof that Rove or any other of the Bush campaign insiders sent the tape of Bush preparing for his upcoming debate to an ally of Al Gore's two weeks ago. But many pundits are suggesting Rove did it, pointing to a 1986 bugging incident at Rove's office to bolster their allegations.

In October of 1986, Rove was working for Republican Bill Clements in his race against then-Gov. Mark White. A few days before the candidates were to debate, Rove discovered a listening device that had been planted behind a needlepoint picture of an elephant hanging on his wall. The FBI investigated. Accusations and counteraccusations were made. But no charges were ever brought, and the matter slowly dissipated, amid general speculation that Rove had planted the bug himself.

You make them all the time. His claim that he was bugged was debunked, they found no proof, they weren't able to prove he did to himself, but that was their suspicion.

He has been caught doing similar things as far back as 1970 when he printed fake flyers about an opponent and spread them out at homeless shelters and rock concerts. I think it was printed on stolen letterhead of the opponent and had a message "free beer, free girls" or something to that effect. He has admitted that one, I guess cause he got caught.

Please spare me the innocent Rove act. I will be the first to say he hasn't done probably near everything he has been accused of but his pattern over 35 years has run pretty true since the Watergate days.

Where did I say he was innocent? Nothing has been proven outside of that one incident he admitted. All of the rest is speculation.

What you should be more concerned with is what kind of activity did George Soros have going on during all of those days? He spent quite a bit of money from around 1992 in the funding of virtually every democrats position. Who is in charge of the democrats? Soros? I speculate that he is.
