Even in the days leading up to the attack.
Why did George Bush take a cavalier attitude toward al Qaeda and bin Laden prior to 9/11? Before 1993 No one was aware of al Qaeda. And in 1998 Clinton tried to have Bin Laden killed. He left Bush a comprehensive plan to wipe out al Qaeda and said this is the most important issue you'll be facing.

Passively watched? That is your own characterization. I wouldn't expect anything less from somebody who has consistently attempted to rationalize the failures, incompetence, and dishonesty of George W. Bush.
Clinton caught and prosecuted those who perpetrated the first Twin Tower bombings. And although Bush railed against the Cole bombing in order to get elected, once he got elected didn't do anything to pursue those who committed that crime.
If Clinton was so negligent and that is the reason America was so vulnerable, why wasn't Bush more diligent or more proactive once he took office? Sounds like there is a huge hole in the logic of those who want to blame Clinton for something that happened on Bush's watch and something that Bush had ample evidence and warning might happen.

Dude, I never said that Clinton might not have been able to do more. I merely stepped in to point out how delusional it is to blame Clinton for 9/11 when clearly Bush let our gaurd down even beyond Clinton's level of vigilance.
So before you start accusing those of us who actually have a more objective evaluation of the situation of being delusional, maybe you should address the delusions of those who present a strictly partisan evaluation of 9/11.

Didn't Clinton order a Tomahawk strike on bin Laden's convoy near the end of his term? IIRC, the missile hit the convoy, but missed bin Laden.
