American Police Force, the paramilitary unit patrolling a small town in Montana, has been exposed as being a front group for the disgraced private military contractor Blackwater, now called “Xe”.
The American Police Force website, on a page that has swiftly been deleted but remains cached here, states that APF runs the “U.S. Training Center,” which proves “a wide range of instruction and training for all types of law enforcement organizations, from basic firearms training to complex SWAT tactics,” according to the website.
The Blackwater website carries on its contact page the following address, underneath the logo for U.S. Training Center.

The U.S. Training Center is run by Blackwater. Indeed, The U.S. Training Center website, can be accessed via Blackwater’s forwarding URL at http://www.blackwaterusa.com/.
According to a February 2009 NY Times article, the U.S. Training Center is a Blackwater “subsidiary that conducts much of the company’s overseas operations and domestic training.” Blackwater changed the name of the facility from its old title, Blackwater Lodge and Training Center, earlier this this when they also changed their own name to “Xe”.
Since Blackwater runs the U.S. Training Center, and the American Police Force stated on its own website, before it was deleted this morning, that it also runs the U.S. Training Center, there is no other conclusion to draw but that APF and Blackwater are one and the same. Or in other words, APF is a front group for Blackwater.

A domain registry check confirms that the U.S. Training Center website is registered to XE Services.
The fact that American Police Force attempted to hide the link by deleting the page on their website is further evidence that they are trying to conceal the fact that they are nothing more than a front group for Blackwater.
The U.S. Training Center is the training facility for Blackwater’s front group, American Police Force. This means that the new training facility that “American Police Force” are trying to build in Hardin is another Blackwater training facility.
This also means that Blackwater troops, under the guise of “American Police Force” have been patrolling Hardin, posing as law enforcement, and are also attempting to boss the $27 million dollar detention center recently built in the Montana town.
Many people have expressed suspicions that the convicted criminal running “American Police Force,” Michael Hilton, is not really the leader of the company and is merely a go between for his bosses. This is now confirmed by the revelation that APF is a front group for Blackwater.
APF’s reticence to divulge who their parent company was to reporters is also explained by the fact that they are a Blackwater front.
As the videos below discuss, Blackwater has been widely attacked for its involvement in atrocities in Iraq and Afghanistan. To have such individuals patrolling the streets of American towns posing as law enforcement and manning detention camps is a chilling precedent and all the more reason why American Police Force – or Blackwater as we should now call them – should be kicked out of Hardin immediately and face criminal charges for violating article 2 section 33 of the Montana Constitution.

The plans of American Police Force to boss the $27 million dollar detention center in Hardin Montana as well as expand their presence across the country while training foreign troops inside the U.S. could be mothballed after Montana’s Attorney General launched an investigation and demanded the organization turn over all its records.
Suspicions that the paramilitary unit, which attempted to pose as law enforcement in Hardin last week by placing decals on SUV’s that read “Hardin Police Department,” is a cut-out or a front group for a larger company, may be realized after AG Steve Bullock ordered Hardin city officials to turn over all their documents related to their dealings with APF by October 12.
“His office made a similar demand of American Police Force, including information that would back up (Michael) Hilton’s claims of multiple defense contracts with the U.S. government and other agencies,” reports the Associated Press.
As we have highlighted, APF grandstands as a major player in the world of international private security, even claiming on its own website that it runs the U.S. Training Center, a Blackwater or “Xe” owned facility. This has led many to claim that the company is a shell or a front organization for something far more sinister, rumors that have only grown with APF’s blanket refusal to name its parent company.
The investigation was prompted by the revelation yesterday that APF founder “Captain” Michael Hilton is a career criminal and a convicted fraudster who has operated under no less than 17 different aliases. Hilton, a native of Montenegro, was sentenced to 6 years in jail in 1993 for “Such schemes you cannot believe,” according to Joseph Carella, an Orange County, Calif. doctor, namely a dozen counts of grand theft. Hilton has defrauded numerous different individuals to the tune of $1.1 million dollars over the past 20 years.
APF’s plans to construct another facility in Hardin that will train international paramilitary forces also looks doomed following intense media scrutiny of the organization’s shady dealings with local authorities and their probable violation of article 2 section 33 of the Montana Constitution.
Judging by the reaction of Attorney Becky Convery, who negotiated the original deal between Hardin authorities and APF, the contract to man the detention center and build the training facility could be torpedoed.
“Convery said Two Rivers director Greg Smith had a tentative deal with Hilton’s company to provide law enforcement service, but she said it was never finalized and she was uncertain whether it would be legal,” reports the AP.
“We are not at all pleased with American Police masquerading as if they were the police for the city of Hardin,” she said.
American Police Force and Hilton are now obviously engaging in desperate damage control, trying to offset concerns that they were on the verge of transforming the town into a “privately run police state,” as the AP article puts it, before press scrutiny forced them to put the breaks on.
Hilton has now pledged to donate the SUV’s that were marked with the police decals to the city while still pushing ahead with plans to provide law enforcement for the area for $250,000 a year. The fact that APF’s training center plans to recruit foreign assets who could then be patrolling the streets of America bossing U.S. citizens is obviously a frightening prospect, completely unconstitutional, and another reason why APF needs to abandon its plans to act as a private police force completely.

Well Blackwater operates above the law so i'm naturally against any organization of private mercs that claim to be local police. I hope the Montana Attorney General puts these private Illegal alien mercs away for good, especially the leader with his long criminal record whom for some reason is not in prison for life. The entire thing is just bizarre.

Michael Hilton of American Police Force arrived in Hardin with promises of Mercedes police cars and expertise in operating prisons. He delivered the cars last week, but may have learned about prisons following a 1993 conviction for grand theft.
Public records from police and state and federal courts in California show that Michael Anthony Hilton, using that name and more than a dozen aliases over several years, is cited in multiple criminal, civil and bankruptcy cases, and was sentenced in 1993 to two years in state prison in California.
Hilton pleaded guilty in March 1993 to 14 felonies, including 10 counts of grand theft, one count of attempted grand theft and three counts of diversion of construction funds, according to Orange County court records. He was sentenced to two years in prison, but it is unclear how much time he served.
Court records in that case list his real name as Michael Hilton, but they also include the aliases Midrag Ilia Dokovitch, Midrag Ilia Dokovich and Michael Miodrag.
Hilton, who speaks heavily accented English, has told reporters that he is a naturalized U.S. citizen originally from Montenegro, a country bordering Serbia, and once part of the former Republic of Yugoslavia.
The same aliases and other similar ones, all with slightly different spellings, show up in many other court documents citing Hilton, including a May 2003 Orange County case in which Hilton pleaded guilty to driving under the influence of alcohol.
A booking photo from the Huntington Beach Police Department from Hilton's DUI arrest on March 14, 2003, shows him heavier, beardless and with more hair than he has now.
It also shows the same facial features, including a distinct arched wrinkle over his left eye, along with three deep brow furrows, small, circular indentations in the center of his forehead and a cleft tip on the nose.
Michael Hilton and his aliases are listed as defendants in various Orange County civil cases alleging fraud and breach of warranty, including a March 2000 case where he is accused of fraud, larceny, breach of contract and false pretenses.
Court documents in that case allege that Hilton and others solicited investments of hundreds of thousands of dollars from the plaintiff for the creation of collectible Super Bowl commemorative coins.
The complaint alleges that Hilton and others falsely told the plaintiff that the money would be used for the design and manufacture of the coins, and to pay for a National Football League license to produce them.
In fact, the complaint states, no such license was ever issued by the NFL.
Court documents show that the plaintiff obtained a 2001 judgment for $200,000 against Hilton, listing his aliases of Miodrag Dokovich and Midrag Ilia Dokovich.
Hilton also declared Chapter 13 bankruptcy twice during a 15-month period.
He filed under his real name, citing the alias Miodrag A. Dokovich, in November 2002, listing a Stanton, Calif., home address and a Fountain Valley, Calif., business address tied to the Belgrade Market Liquor and Deli.
In February 2004, Hilton filed under his real name, citing the alias Miodrag Dokovich, and listing a Santa Ana, Calif., home address. He estimated his assets at less than $50,000, and listed as creditors only a credit union and his landlord.
Both bankruptcy filings appear to have been intended to delay eviction proceedings against him. Under federal bankruptcy law, tenants are generally protected from eviction while they reorganize their finances.
Anh Q.D. Nguyen, a Garden Grove attorney, said in an e-mail that he represented Hilton's landlord in an eviction case against Hilton that was filed in January 2004.
Nguyen said that Hilton "filed an eleventh-hour bankruptcy petition in which my office successfully obtained relief from the bankruptcy automatic stay, in order to reclaim possession of the rented premises."
Hilton had also been named as a defendant in July 2002 as part of separate eviction proceedings before his bankruptcy filing that year.
Hilton filed both bankruptcies without an attorney, paying less than $275 in filing fees for each. Both petitions were dismissed by the court after Hilton failed to provide necessary documentation, including a financial reorganization plan.
Chapter 13 bankruptcies generally remain on personal credit histories for seven years, and show up on standard credit checks.
When asked on Wednesday about Hilton's business dealings before his involvement with APF, company spokeswoman Becky Shay said, "That information is not going to be made available at this point."
"That's his private business. He is a man who distinguishes between private and business, between personal and corporate," she said.
Shay said she would check with Hilton for a comment about his DUI arrest, but did not provide further details.
She did not respond to an additional call made later Wednesday seeking more information about Hilton's other past legal problems.

Mont. jail project begins to unravel; lawyer quits

BILLINGS, Mont. (AP) -- A California company's bid to take over an empty jail in rural Montana appears to be unraveling, with an attorney involved in the project cutting ties Friday and a second company, once named as a subcontractor, denying any involvement.
Those moves followed revelations earlier in the week that Michael Hilton - the lead figure of the company, American Police Force - is a convicted felon with a history of fraud and failed business dealings in California.
"We met with him and he asked us if we can support him," said Edward Angelino, chief executive of Allied Defense Systems, an Irvine, Calif.-based defense contractor. "We checked his background, we checked his company. He's not an adequate person to do business with."
American Police Force reached a deal last month with officials in Hardin to operate the city's jail. The facility has never held an inmate since its 2007 completion.
Hilton pledged to open the jail by early next year and bring more than 200 new jobs to the struggling community, located in southeastern Montana on the border of the Crow Indian Reservation.
Hilton also said he would build a $17 million military training center in the city.
Citing concerns over the legitimacy of American Police Force, the Montana attorney general's office on Thursday launched an investigation into the company. That included a demand for documents supporting Hilton's claim that he's backed by a major security corporation wishing to remain anonymous.
American Police Force spokeswoman Becky Shay insisted Friday that the jail takeover remained on track. She said a job fair for prospective employees would still be held during the week of Oct. 12.
Hilton returned to California earlier this week after spending several days in Hardin. He intends to return for the job fair, Shay said.
City economic development officials and the company have agreed on the jail contract, but it hasn't been ratified by US Bank. The bank has a stake as trustee for $27 million in construction bonds used to pay for the 464-bed facility.
No money has changed hands between Hardin and American Police Force. Hardin Mayor Ron Adams said Friday that despite his reservations about the project, he would still like to see it go forward so the jail can be filled.
Rumors continued to circulate in Hardin and on the Internet that American Police Force was backed by an unknown government agency with plans to use the jail as a detention or training center for foreign combatants.
Those rumors have been fueled by Hardin's earlier efforts to bring in terrorism detainees from Guantanamo Bay, Cuba.
Montana Gov. Brian Schweitzer on Friday dismissed the notion of any secretive government scheme.
"I think a low-level card shark is not going to rise to the level to get some kind of government defense contract," the governor said.
Hilton had claimed Allied Defense Systems would provide the uniforms for guards at the jail. On Sept. 30, an attorney for the Irvine company sent a letter to Hilton threatening a lawsuit over the use of the company's name.
Meanwhile, Maziar Mafi, a lawyer from Santa Ana, Calif., who served as the legal affairs director for American Police Force, said he wanted to see the project begin to move forward before he could continue his involvement.
"For the time, I'm pulling out," Mafi said. "I need to see more concrete action before I can be involved."
Shay said she was unaware of the move by Allied Defense Systems and had not spoken with Mafi directly.
Mafi's involvement began last month - about the same time Hilton reached a contract agreement with Greg Smith of Hardin's Two Rivers Authority, which owns the jail.
Smith has since been placed on paid leave from the quasi-public agency. And now, with Mafi's departure, a jail critic said the project appeared doomed to failure.
"He sees the ship is going down," said Alex Friedmann with the Private Corrections Institute, a group that has long been critical of Hardin for building a jail that would be privately run.
Hilton, who claims an extensive military background and uses the title "captain," initially described Mafi as a "major" in American Police Force. He later said Mafi was the company's president - although Mafi denied the role and said he had no military or security background.
Mafi guaranteed the Sept. 10 purchase of two Mercedes SUVs by Hilton as part of his plans for the jail. They were among three Mercedes that Hilton brought to Montana last week, saying he intended to turn over to Hardin for use by law enforcement.
A financing payment on at least one of the vehicles is now overdue.
Only one Mercedes remains in Montana. It's being driven by company spokeswoman Shay, who said Friday that she intends to register it soon.
Shay quit her job with the Billings Gazette to work for Hilton. She said Friday that she remained comfortable with that decision, and that Hilton told her before she was hired about his criminal record and several civil judgments against him totaling more than $1.1 million.
Those judgments remain outstanding.
"A lot of people that know me, know about me have asked me if I've been duped," Shay said. "No."

APF spokesperson holds emotional press conference; lawyer quits project
A sobbing spokeswoman for the secretive company occupying the Hardin jail welcomed an investigation by Montana's attorney general Friday and expressed concerns for her own safety amid rumors about her company.
Becky Shay, in a 45-minute, wide-ranging press conference during which she occasionally broke into tears, said the California-based American Police Force welcomed an information request made Thursday by Montana Attorney General Steve Bullock.
Meanwhile, an attorney involved in the project cut ties with APF Friday and a second company, once named as a subcontractor, denied any involvement.
Shay said she hadn't been formally served papers by the attorney general, who said he is concerned that APF might be violating the Montana Unfair Trade Practices and Consumer Protection Act. APF has reached a multimillion-dollar agreement with Hardin's economic development arm, Two Rivers Authority, to run the empty Hardin jail, built two years ago to house inmates under contract. She said she had read of Bullock's request in the news media.
Shay mentioned the attorney general's request almost as a two-minute side note in a press conference that revealed that the former Billings Gazette reporter and new face of APF fears for her safety.
"A lot of work I've done has been to calm down or at least try to counteract comments from people I consider to be fear mongers," Shay said. "What has happened in the interim, however, is those people's friends around the nation have been in contact with me or tried to access me. I realize I'm being pretty vague so that we don't support or incite these people. I don't want my words to be taken out of context to further inflame the tensions that I'm working under."
At that point, Shay began to cry. She asked TV media at the conference to turn their cameras off because, she said, "it's important to me that I do not appear as vulnerable as I feel."
APF officials, who rolled into Hardin last week in three black, Mercedes sport utility vehicles bearing faux police insignia and no license plates, have since departed, leaving Shay as the company's lone point of contact for all comers, including those reading dire motives into APF's insistent secrecy.
Shay said APF front man Michael Hilton plans to return to Hardin for a two-day job fair beginning Oct. 12.
Specifically, Shay mentioned Internet radio personality Alex Jones, of Austin, Texas. Jones, of infowars.com, was in Hardin on Thursday reporting on APF. Government and corporate takeovers of society are hot topics on Infowars. Jones indicated the Hardin situation was an example of the possibility of government or corporate takeover of a rural area.
Jones said Hardin's story involved a convicted felon, Hilton, landing in the middle of nowhere and taking over a large jail capable of serving a city of several hundred thousand people. The facility, empty since it was constructed roughly two years ago, has room for more than 464 beds.

Many of Jones' concerns about APF were no different than ones raised by the local press. He questioned the credibility of Hilton, a felon with 17 aliases, who has filed for bankruptcy and faces multiple fraud accusations in the California civil courts. And he questioned whether California-based APF was truly a private government contractor and security force as it suggests, but provides no supporting evidence.
Shay said alternative media reports sparked rumors that APF was stopping motorists in Big Horn County and ticketing them for not wearing seat belts. Earlier in the week, rumors stirred that APF had barricaded Hardin and wouldn't let anyone in or out.
The Two Rivers Port Authority, Hardin's economic development arm and the agency responsible for contracting the jail to APF, posted this message on its Web site earlier in the week:
"We welcome anyone to visit our town! There are no commandos in the streets. There is no fence or gate being built around Hardin. People are free to come and go as they please. APF is not running our town or our police force."
Hardin Mayor Ron Adams said Friday that despite his reservations about the project, he would still like to see it go forward so the jail can be filled.
Shay said the secrecy surrounding the APF - which has provided no information about its principles but suggests that it combats terrorism worldwide and performs everything from cruise ship security to covert pregnancy tests - has caused distractions interrupting everyday business in Hardin. Storekeepers take as many as 60 calls a day from outsiders wanting information about APF and the Hardin jail, Shay said.
If APF and Two Rivers don't reveal their information to the attorney general, they could face contempt charges, according to Bullock's office.
Maziar Mafi, a lawyer from Santa Ana, Calif., who served as the legal affairs director for American Police Force, said he wanted to see the project begin to move forward before he could continue his involvement.
"For the time, I'm pulling out," Mafi said. "I need to see more concrete action before I can be involved."
Mafi's involvement began last month. Hilton, who claims an extensive military background and uses the title "captain," initially described Mafi as a "major" in American Police Force. He later said Mafi was the company's president - although Mafi denied the role and said he had no military or security background.
Hilton also had claimed Allied Defense Systems would provide the uniforms for guards at the jail. On Sept. 30, an attorney for the Irvine company sent a letter to Hilton threatening a lawsuit over the use of the company's name.
Edward Angelino, chief executive of Allied Defense Systems, an Irvine, Calif.-based defense contractor, said his company met with Hilton.
"We checked his background, we checked his company. He's not an adequate person to do business with," Angelino said.
Shay said she was unaware of the move by Allied Defense Systems and had not spoken with Mafi directly.
Mafi guaranteed the Sept. 10 purchase of two Mercedes SUVs by Hilton as part of his plans for the jail. They were among three Mercedes that Hilton brought to Montana last week, saying he intended to turn over to Hardin for use by law enforcement.
A financing payment on at least one of the vehicles is now overdue.
Only one Mercedes remains in Montana. It's being driven by Shay, who said Friday that she intends to register it soon.

The saga of American Police Force and its plans to take over a $27 million dollar detention facility in Hardin Montana came to an end last night with the announcement that the deal was terminated, as the Governor of Montana slammed local officials for becoming “part of the conspiracy” by continuing their dealings with known criminals and con men such as Michael Hilton.
As we reported last week, the deal seemed destined to fail following revelations that the founder of APF, Michael Hilton, was a career criminal who had operated under 17 different aliases, spent three years in prison and still has $1.1 million in outstanding civil judgments against him. This prompted the Governor of Montana to launch an investigation into both APF and local officials.
“Montana Gov. Brian Schweitzer upbraided Hardin officials for first striking a deal with what he called “con men” and then defending American Police Force after Hilton’s history emerged,” reports the Associated Press.
“They became part of the conspiracy. They became apologists,” he said of Peterson and others involved in the deal.
Schweitzer added that Hardin residents “need some people to represent them that have some business skills, that are honest and have integrity.”
As we stressed repeatedly, the refusal of local officials to admit that they were engaged in wrongdoing was never going to do anyone any favors. The hostile response that we received for merely emphasizing the fact that Hilton was a career criminal was indicative of locals living in denial of the fact that making deals with convicted con men was always going to turn sour.
Despite this, people like Al Peterson of the Two Rivers Authority still maintain that they did nothing wrong even after they knew Hilton was a fraudster.
“I can’t say it was a mistake,” he said. “We make the best decision we can based on the information we have on hand. I don’t think we did anything we couldn’t or wouldn’t do in the future,” Peterson told the AP.
The Attorney General’s office has indicated that unless Hilton turns over documents about APF’s parent company by Monday, American Police Force could be held in contempt, which could lead to an arrest, reports KURL 8 News.
The APF saga is a microcosm of America in the sense that, just like the locals in Hardin, the population becomes ‘part of the conspiracy’ that allows private central bankers and elitist insiders to rob the country blind because of their refusal to accept the fact that their apathy and denial creates a perfect environment in which con artists can thrive and ultimately seize control over a whole nation.

Michael Hilton, the leader of American Police Force, the paramilitary organization that recently terminated a deal with local authorities in Hardin Montana to take over a detention camp in the town, has failed to co-operate with the Montana Attorney General’s demand that the company turn over financial record pertaining to the deal, opening up the possibility that Hilton could be arrested for contempt.
Hilton, a career criminal who is still wanted by authorities in Wyoming for his part in multiple cases of fraud, was given until yesterday to provide the documents but has failed to meet the deadline, instead sending a one page fax to the Attorney General’s office saying he was abandoning the deal to take over the Hardin facility.
However, as we reported on Saturday, despite the termination of the deal, the AG’s office indicated that it still needed to see the documents and if it didn’t receive them, APF could be held in contempt and Hilton could be arrested.
“Assistant Attorney General James Molloy had issued a demand on Oct. 1 for American Police Force to turn over its tax records; lists of customers; and names of company employees, owners and officers and other information,” reports the Associated Press.
The documents were demanded under a Montana law that bars unfair or deceptive business practices.
“This is the response,” (Becky) Shay said of the company’s one-page reply. “It outlines that APF (American Police Force) was only in contract negotiations, did not do business in Hardin and has pulled out of contract negotiations.”
However, APF went further than merely negotiating with local officials. As was widely documented, APF SUV’s with decals that read “City of Hardin Police Department” were driven around town before an uproar prompted their removal. Before the story garnered intense media scrutiny, it appeared as if APF was preparing to act as law enforcement for the town, which would have been completely illegal and unconstitutional.
As the NY Times reports today, when Hilton rolled into town with his Serbian accent, his mock police uniform and his shadowy paramilitary outfit, he promised to make Hardin “the safest place in the United States to live, and in six months the best place to live.”
APF’s reluctance to hand over the documents likely centers around its refusal to identify the parent company that owns the organization.
The Attorney General’s only response to APF’s refusal to turn over the documents was to state that they were reviewing whether they could discuss the issue publicly, implying that further action is likely to be taken against Hilton and APF.
