REP DENNIS MOORE (D-KS) FINALLY CORNERED. ADMITS NOT READING BILL: Dennis Moore, appearing on KMBZ radio Kansas City Morning News with EJ & Ellen, was finally forced to answer one of my questions. Ellen asks:

I was reading this article in the Washington Times by Dr. Milton Wolf who is a Kansas radiologist. You know, I think he actually talked to you and contacted your office. He writes that there's "a scheme in this bill" that "actually penalizes your primary care physician if he is in the top 10 percent of doctors who refer patients to specialists, no matter how valid the reason." That brings up questions of rationing. That brings up questions of quality health care. Is that still in there?
Moore answers:

I don’t know. And I will find out. But I don’t know if that’s in there. This is, as you know, a multi-hundred, several hundred pages of bill, but uh, uh, I'll check with Dr. Wolf directly too and talk to him and find out what, what, what his concern is because I don't know that.

I agree, but I do expect that staff to translate the legalese into a summary that includes everything the bill does. These bills are not written in a way that a normal human can understand, and thats basically required to make sure everything is spelled out in excruciating irrelevant detail, courts later see everything thats intended without anything vague that they can exploit with interpretive rulings, etc.

So, I ignored the whole "he didnt read the bill" silliness, because it is stupid to expect politicians to read every page of the hundreds of bills that are introduced, but this is a bit troubling to me.

I imagine a "summary" with everything the bill does written in plain english, of a bill that stretches over 2,000 pages would probably stretch at least 10-20 pages, but it shouldn't be too much to ask that congressmen have competent staff that can write those summaries that they then read and understand so that they know what the bill will do.

I simply dont agree.

I realize these bills have to be written in such a way that something you can easily explain in a paragraph, when translated into bill-form can go on for a dozen pages. Something you can easily explain in a page could perhaps take a hundred pages in a bill. Fine, I get all that, but I do believe a congressman still needs to read a summary that explains in plain english everything a bill will do. A penalty on the top 10th percentile of doctors who refer to specialists sort of rises well above "irrelevant detail".

If that takes a lot of time, tough. There are 17 waking hours in a day, maybe 80 hours M-F, more on weekends if its extremely busy. If there's not much going on that week in committees and not a lot of legislation to look at, fine I guess they earn that golf outing or vacation for the week, but this isn't a 9-5 cubicle job.

People who seek election to congress should know they will become a servant of the people, and we expect them to go into it knowing that this should be a hard-ass job. There are crazy people on wall street who (before the collapse) worked insane hours, CEO's and business owners also do it all the time. They can take a break on the weekend.

So who's interpretation of a high point are you going to rely on. This bill was intentionally made with built in holes so it can interpretreted differently later when it counts.

That's weak. He might not be expected to read every word of a 2000 page bill, but he damn well ought to be able to answer substantive questions about it. The fact that he couldn't shows that his mind was already made up before the bill was even written. His vote had nothing to do with health care. It had everything to do with blindly supporting his party and his political cronies.

I can't believe that I voted to re-elect this guy several times. Never again for him or any other Democrat.

Hey, imagine that, there isn't anything in his quote which admits he didn't read it.

All I can see is that he couldn't recall a specific item being in it and explained this lack of recollection in the fact that it's hundreds of pages long. It's like asking someone to recall a phrase in Dawkins Ancestor's Tale. It wouldn't surprise someone if they'd have to go look it up again or couldn't remember off the top of their head.
