Looks like the article starts by misleadingly suggesting the regulated entities, but then it becomes clear that it's actually the governmental agencies themselves.

I only read the first couple paragraphs of the article but it sounds like Government As Usual. Females and minorities always get an advantage in bidding government work, this sounds like an extension of that.

If I ever open my own store I'll make certain to list my hispanic wife as the owner.
