I never played basketball, but a lot of old players on another board said that this has been the rule for at least 2 decades and the coaches all teach the players that if they need to call timeout, do it before 4 seconds.

Its just one of those rarely-enforced rules.

Very true. That is why this NBA lock out needs to happen. Get with the NFL prgram and make eligability start 3 years after HighSchool. If a player doesnt want to do college, he can go to europe or teams can draft him and send him to the NBA DL for a year. Win win Win for NBA quality, college quality and interest in the nba dl.
