I'm sure he'll get around to it when he comes back from vacation.

To be a little more serious, at times circumstances will arise that require the use of military force. Now, setting aside whether or not that's appropriate in this case, part of the Presidents job when we do decide to do that, is to explain to the Nation why we are putting the lives of our servicemen in danger (and to a lessor extent the resources required to wage war)
