Go to Bensalem, PA. It's just outside of Philly New York side. My buddy moved down there 10 years ago. He's won 10k right in front of me, and just recently he got another 1k right in front of me.

He said another buddy of ours I haven't seen in ages got 25k, and blew it immediately. That is the hotspot of scratch offs. Could prolly look up PA lottery and half the winners are Bensalem residents. Last time I looked at least.
