No and no. For a very simple reason, the reason he isn't running. There's stuff about his wife he doesn't want to get out.

He's a non starter for the id-driven GOP this year.

Mitch did a good job in Indiana, of which had a deficit and now has a surplus of cash. He could do well in DC if he had the help.
