Police in Lafayette ticketed a 19-year-old man Wednesday on suspicion of tethering his cat to a rock after the pet refused to go jogging with him.

Lafayette police Sgt. Fred Palmer said the man, Seth Franco, of Lafayette, brought his cat on a leash to the path around Waneka Lake Park near Baseline Road and U.S. 287.

"Apparently, the individual was trying to jog with the animal on a leash and the animal was either unwilling or unable to keep up," Palmer said.

According to Palmer, Franco secured the cat's leash to a rock while he finished his run. A passerby saw the cat and called police. According to police radio traffic, the cat was being attacked by a flock of birds while it was tied to the rock.

Lafayette animal control officers responded and found Franco retrieving his cat. Franco was ticketed on suspicion of "domestic animal cruel treatment," a municipal offense.

"Our ordinance prohibits that kind of tethering," Palmer said.

The cat was not injured, so it was released to its owner, Palmer said.

A phone listing for Franco could not be located Wednesday.

Messages sent to a Facebook account for a Seth Franco in the Boulder area were not returned. The social media site contains numerous images of a rescued cat, Stella, including some with the cat on a leash outside.

My parents used to have a cat but theyíre retired and travel a lot so they tried to take the cat with them by putting a harness and a leash on it. When they did the cat wouldnít move, itíd just lay there and let you drag it around.
Passive Resistance, thatís how a cat would refuse to go jogging.
Funny thing is, they only got the harness on the cat once. After that when it would see the harness come out it would go and hide somewhere. So they got rid of the cat and got a dog. When the dog sees the leash come out it practically pees itself itís so happy to go for a drive.

My cat was leash-trained back when we lived in an apartment, so he got used to it. Now I take him for a "walk" in the front yard and along our sidewalk a couple of times a year, and whenever he sees the leash he comes running. Well, not running. Sauntering. But still, he comes and is excited about it.

But jogging? Really? When I take my cat for a walk it takes us ten minutes to travel 20 feet. He has to check out every stone and chew on every blade of grass. And like every other cat in the world, he's too independent to jog next to me even if he was inclined to jogging.

It sounds to me like the guy's heart was in the right place, but he doesn't know cats very well. Instead of ticketing him, they should've just said, "Cats don't jog. Apologize to him and take him home."

Sounds to me like they called police because it was being attacked by birds and was effectively trapped. And as a random passer-by, you just don't know how long the cat had been there.

Frankly, PD should have alerted animal control.

When my parents put the harness on theirs it walked around the house like it was carrying a 1000 lb load. Then when they put the leash on it flopped down on its side and refused to move, even when being dragged. It would just lay there looking at you and meowing.

Iíd take my dogs over 90-95% of the people Iíve ever met.
Iíd take the few cats Iíve owned over about 50% of the same.
But Iím just not a cat fan, they have few uses to me.

To each his own. I don't have anything against dogs, but I've had a couple dogs, and I've never met a dog I wouldn't take my cats over. But I'm a cat fan.

Now I want to get a harness and leash and try it with our cats. They are so dumb that they might actually like it. Our male already thinks he's a dog, after being raised by our Australian Shepherd.
