Is there a way to automatically set reminders on emails you've sent if the person you emailed hasn't responded by a certain time?

Not by a certain time but you can configure it to notify you by a general delivery receipt. I'd imagine if you don't receive a delivery receipt by the time you want, that would mean they haven't read it - so I suppose it serves the same purpose as your initial question.

While you're composing or replying to a email go up and select the View menu ---> Options ---> Check "request delivery receipt for this message"

Hmm. Not sure about doing exactly what you're asking. But you might look into the Follow Up settings and the Read Receipt settings for e-mails. That might do something close to what you're wanting.

Alerts. Flag for recipients. Set a date and time. Or just set it for yourself

I actually just ditched Outlook 03 this week after using it for years. Now we run everything through GoDaddy's "Workspace" 3.12. Great software if you're interested. It's basically an all in one Email/Organizer. Very, very handy, at least for us.

OK, I can't ditch my software at all. I don't just want read receipt because if i emailed someone and they haven't read it 5 days later, I'll have forgotten about it.

I messed around with Followup, and the reminder comes up on the other users end only, unless I CC myself, then it shows up for both of us. I only want it to show on my end.

Well, you'll have to upgrade from your 9 year old version of Outlook for that bud. They implemented that in later versions. Here's the options for me in Outlook 2010:
