Just something to keep an eye on, this will probably turn out to be nothing, but it would be hilarious if the media pulled a Bush/Gore here.

Romney won by 11, but Carmona only trailed Flake by 5 on election night, and that margin is now cut to about 4% with a hell of a lot of provisional ballots still left to be counted. Flake leads Carmona by about 76,000 votes, but there are about 525,000 early and provisional ballots left.

The early ballots could have come from anyone (though some perhaps optimistically say maybe those were heavily latino), but its clear from many sources that the vast majority of provisional ballots (about 172k) were cast by hispanics.

Carmona has not withdrawn his concession, but he's now started to tell his supporters that they'll make sure all votes are counted. I assume he doesn't want to re-concede if he loses.

Uncounted ballots are certainly going to count for more than provisional ballots. In private most government officials would tell you most provisional ballots are not counted in the end.
