Published: November 20, 2009 - 9:45 AM The University of East Anglia Climate Research Unit has had its email system hacked and a large amount of data released to the internet. The director of the unit (Dr. Phil Jones) has confirmed the leaked emails are genuine. The real story is the suspicious content of the emails. For example:<br />

Once Tim's got a diagram here we'll send that either later today or first thing tomorrow. I've just completed Mike's Nature trick of adding in the real temps to each series for the last 20 years (ie from 1981 onwards) amd [sic] from1961 for Keith's to hide the decline.<br />
I've spent a majority of my life working in the sciences. Phrases like trick of adding in the real temps and hide the decline should never occur in relation to honest science. From another email:<br />

The fact is that we can't account for the lack of warming at the moment and it is a travesty that we can't. The CERES data published in the August BAMS 09 supplement on 2008 shows there should be even more warming: but the data are surely wrong. Our observing system is inadequate.<br />
Note the bias in the view. With lack of evidence of increasing temperatures the conclusion is that the observation system must be wrong. It has to be warming, we just can't measure it. Hot Air has much much more.<br />

I can promise you I will continue to follow this story. Details to be posted as they are uncovered.<br />

House passes Medicare 'doc fix,' 243-183<br />

The House overwhelmingly approved a physician repayment bill to permanently fix the way doctors who cover Medicare patients are reimbursed.<br />

Only one Republican member voted with Democrats for the bill that was approved 243-183.<br />

Dr. Michael Burgess (R-Texas) endured intense lobbying efforts by his GOP colleagues to oppose the nearly quarter of a trillion dollar bill that Democrats do not offset.<br />
<br />
Eleven Democrats joined 176 Republicans in opposing the bill that would fix what both parties described as a “flawed formula” for reimbursing doctors of Medicare patients.<br />
<br />
<br />
<br />
Despite a vow to offset any new spending, the Democratic measure would cost $210 billion over 10 years but does not include a "pay-for" in the bill.<br />
<br />
Republicans seized on that issue at a time when President Barack Obama said in China that there should not be any more deficit spending.<br />
<br />
“It exacerbates the problem of the fiscal recklessness the majority party. As a physician I know, with every fiber of my being, that the doctors of this land are sick and tired of being played for fools,” Rep. Tom Price (R-Ga.) said on the floor, explaining that the Democratic bill would not sustain the rate of spending to make the payments.</div>

So what do you guys think?  While I don't know what I think about having a computer where I basically can't install anything, the security and reliability of having it fully internet reliant is intriguing.  If nothing else, I could see this completely shifting the way computers work in 5-10 years.<br />
<br />
I think that, perhaps, the most fascinating thing about the idea is that it's a partial return to the old idea of "dumb terminal" computers.  The importance of the individual machine is reduced while the importance of the "mainframe" is increased.</div>

Someone in a chicken costume crashed a council meeting Tuesday as Durango Mayor Leigh Meigs was discussing the recently-passed backyard hen ordinance.<br />
 <br />
The person walked around, flapped his or her 'wings' a few times, then sat down to observe the proceeding.<br />
 <br />
Council members continued their discussion, albeit with a few laughs, and then went into closed session. At that point, the chicken got up and left, but not before crouching to 'lay' an egg.<br />
 <br />
"I thought it was hilarious," Councilor Christina Thompson <a href="http://www.durangoherald.com/sections/News/2009/11/19/Chicken_interrupts_council_meeting/" target="_blank"><font color="#0000ff">told the Durango Herald</font></a>. "I was laughing so hard my eyes hurt, and my cheeks. There are just so many other things for us to be serious about, it's good to take a break once in a while."<br />

We've criticized the Redskins front office more than a few times on PFT, so it's only fair to give them credit when they get something right.<br />

Drafting Brian Orakpo thirteenth overall was very right.<br />
<br />
The rookie linebacker/defensive end has seven sacks in his last seven games.  That number alone is the most for any rookie since 2006, and it's amazing because he only plays with his hand down as a pass rusher one-third of the time, according to Rick Maese of the Washington Post.   <br />
<br />
Orakpo has successfully transitioned from a college defensive end to a strong-side linebacker on most downs.  He is often responsible for covering the opposing tight end.  This week, he takes on Jason Witten and tries to build his defensive rookie of the year candidacy.  (There are a few good options.)<br />
<br />
Some people close to Orakpo interviewed for Maese's article believe the former Longhorn would be even more successful as a full-time pass rusher.  But that's a good problem for the Redskins to have.  In a mostly lost year for Washington, at least the team has found a core young player on a squad needing a few more.<br />
<br />
Washington's next coach should appreciate the help..................<br />

Mecca was dead set the last two years that these guys were the two biggest future busts.   So who is the guy this year that Mecca will say we shouldn't even talk about because he doesn't belong in the nfl.</div>

Chiefs linebacker Mike Vrabel is expected to miss this week's Chiefs game.  According to the Kansas City Star, he might miss the next few as well.  (Can hear the jokes in the comments already.  Vrabel is on the Chiefs?)<br />
<br />
It's been a tough transition for Vrabel and fellow former Patriot Matt Cassel in Kansas City.  The team has won two games and both players have struggled.<br />
<br />
Vrabel has one sack and 33 tackles, good for fourth on the team.  Under constant pressure and with little help around him, Cassel has averaged 5.68 yards per attempt, which only ranks ahead of four qualifying quarterbacks.  He averaged 7.2 in New England.  <br />
<br />
Cassel will be in Kansas City a while, but Vrabel likely won't be.  He is 34 years old and is a free agent after the season.</div>

Here’s a case study.<br />
<br />
On page 432 of the Reid bill, there is a section increasing federal Medicaid subsidies for “certain states recovering from a major disaster.” <br />
<br />
The section spends two pages defining which “states” would qualify, saying, among other things, that it would be states that “during the preceding 7 fiscal years” have been declared a “major disaster area.” <br />
<br />
I am told the section applies to exactly one state:  Louisiana, the home of moderate Democrat Mary Landrieu, who has been playing hard to get on the health care bill.<br />
<br />
In other words, the bill spends two pages describing would could be written with a single world:  Louisiana.  (This may also help explain why the bill is long.)<br />

SEC. 2006. SPECIAL ADJUSTMENT TO FMAP DETERMINATION FOR CERTAIN STATES RECOVERING FROM A MAJOR DISASTER.<br />
<br />
Section 1905 of the Social Security Act (42 U.S.C. 1396d), as amended by sections 2001(a)(3) and<br />
2001(b)(2), is amended— (1) in subsection (b), in the first sentence, by striking ‘‘subsection (y)’’ and inserting ‘‘subsections (y) and (aa)’’; and (2) by adding at the end the following new subsection:<br />
<br />
‘‘(aa)(1) Notwithstanding subsection (b), beginning January 1, 2011, the Federal medical assistance percentage for a fiscal year for a disaster-recovery FMAP adjustment State shall be equal to the following:<br />
‘(A) In the case of the first fiscal year (or part of a fiscal year) for which this subsection applies to the State, the Federal medical assistance percentage determined for the fiscal year without regard to this subsection and subsection (y), increased by 50 percent of the number of percentage points by which the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year after the application of only subsection (a) of section 5001 of Public Law 111–5 (if applicable to the preceding fiscal year) and without regard to this subsection, subsection (y), and subsections (b) and (c) of section 5001 of Public Law 111–5.<br />
<br />
‘‘(B) In the case of the second or any succeeding fiscal year for which this subsection applies to the State, the Federal medical assistance percentage determined for the preceding fiscal year under this subsection for the State, increased by 25 percent of the number of percentage points by which the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year under this subsection.<br />
<br />
‘‘(2) In this subsection, the term ‘disaster-recovery FMAP adjustment State’ means a State that is one of<br />
the 50 States or the District of Columbia, for which, at any time during the preceding 7 fiscal years, the President has declared a major disaster under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and determined as a result of such disaster that every county or parish in the State warrant individual and public assistance or public assistance from the Federal Government under such Act and for which— ‘‘(A) in the case of the first fiscal year (or part of a fiscal year) for which this subsection applies to the State, the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year after the application of only subsection (a) of section 5001 of Public Law 111–5 (if applicable to the preceding fiscal year) and without regard to this subsection, subsection (y), and subsections (b) and (c) of section 5001 of Public Law 111–5, by at least 3 percentage points; and ‘‘(B) in the case of the second or any succeeding fiscal year for which this subsection applies to the State, the Federal medical assistance percentage determined for the State for the fiscal year without regard to this subsection and subsection (y), is less than the Federal medical assistance percentage determined for the State for the preceding fiscal year under this subsection by at least 3 percentage points.<br />
<br />
‘‘(3) The Federal medical assistance percentage determined for a disaster-recovery FMAP adjustment State under paragraph (1) shall apply for purposes of this title (other than with respect to disproportionate share hospital payments described in section 1923 and payments under this title that are based on the enhanced FMAP described in 2105(b)) and shall not apply with respect to payments under title IV (other than under part E of title IV) or payments under title XXI.’’.
