You dont sign free agents when you are rebuilding...by the time your rebuild is over the player is already past his prime and you didn't get your moneys worth.
Larry Fitzgerald doesn't become a free agent till after next year.
IMO by that time, Haley will have Tucker playing at the level he had Breaston playing at for Arizona.

Back when we were competing year in and year out in the 90s, the Hunts had no problem spending up to the max to keep this team competitive and they trusted CP to make the right judgement calls, they werent "cheap" they just were maybe loyal to a fault in keeping CP around long after he wasnt effective.
Since the moment Clark took over this team, he started a massive, total, rebuild and anyone with NFL common sense cant expect a team going through a full on rebuild to have a high payroll because a team of rookies doesnt get paid much. During this period, he spent a shit ton of his own cash to update the stadium instead of tearing down all that history we all cherish and starting over and spent a bunch of other money on premium front office and coaching staff as well as shelling out a big contract for a new QB.
Those aren't moves of a man that is "cheap" they are moves of a man that is calculated and wants to win the right way.
