Here it is in a nutshell... This is another angle with an explanation that is even easier to understand. There were several rules with Carr's tag. Dwayne Bowe could not be franchised unless we allowed Carr to hit the open market. Period. There's a rule in the NFL that requires a player hit UFA status if he is given a raise in base salary of more than 30% from one season to the next. When the Chiefs gave him the one-year restricted tender (increasing his base salary from around 400K to 2.6mil), Carr was instantly guaranteed to hit the open market unless franchised.
