Arterial blood is oxygen rich, and therefore much brighter than blood found in veins. Since veins and capilaries are closer to the surface than our arteries, most of the time our blood is much darker when we cut ourselves. However, in the event of severe trauma, such as in the photo, there can me more than enough force to cause damage to a minor artery.
Though I'm not sure if you were saying its fake blood, or the photo has been altered. I can almost wholeheartedly assure you the photo's saturation has been increased; almost every single picture shown in a magazine is now over-saturated.
