Only other possibilities are:

My guess is it's number 1 or 3

If it's not filed, I'm pretty sure it wouldn't be binding. The league has to approve all contracts.

I'm betting he just gave him a time frame to resign within. If he doesn't go through with it, Clark fires his ass. Either way he's been neutered already.
