These are both working as designed. There is no way to tell if inactives are are injured or just inactive. We were apparently missing a lot of the injured players that teams were just making inactive. So I believe we are going to consider inactive players in ter he NFL to be injured during the corresponding weeks.

Since not all teams are in the playoffs, we can't use actual records to determine playoff availability for all players. Instead if a player is out during week 16 we determine whether they will return in subsequent weeks by chance. Evidently, Ngata's injury in the Sandbox universe was somewhat serious.
