Cotchery caught it. The ball, can in-fact touch the ground as long as it in no way assist a catch or if the receiver loses control of the ball through the catch. Also there's no evidence of the ball actually hitting the ground along with loss of control of the ball which is the point.

There is absolutely evidence showing that Cotchery didn't maintain control of the ball. The only question is if the ball hit the ground. If you actually watch the replay, any reasonable person can safely assume that the nose of the ball did in-fact hit the ground, causing the ball to move up the side of his hip where his hand lost control and he pinned it with his elbow until regaining control with his left hand. So the ball hit the ground and he didn't maintain control of the ball, hence why the call on the field of being incomplete stands.
