Help me understand something happened in the game. Had sound down but saw the intentional handball by Messi during what looked to be an advantage break by the Dutch.

Why was he not carded? Was there a foul prior to the handball? Was Messi already on a yellow? In my eyes, that was a clear advantage for the orange and the discussion with Messi by the ref, without administering a card seemed a little weak.

He wasn't already carded but it should have been a yellow card. Yellow cards are decided by the referees and VAR will not intervene unless it's a potential red.
