Couldn't you purposefully "drop" the 3rd strike with a guy at 1st, then throw to 2nd, then 1st for a double play?

No. If first base is occupied with less than 2 outs then on a dropped 3rd strike the batter is automatically out. If there are 2 outs you have to complete the play by tagging the batter or throwing to first.
