I believe the getting stopped part but once your in the system the only way to keep a case from becoming public knowledge is to tag it as 'confidential' (which in itself draws attention) and this tag is usually only reserved for minors in child abuse cases and a couple other things like a confidential and/or protected witness getting a DUI.
Someone like Banyon would know it in more detail but I've dealt with the software that takes care of this and seen the real time uses.
A cop could easily say "Ok, Mr. Elway, you've had once too many, go straight home and don't do it again" but once you're arrested, it's very hard to hide.
