The only poor judgement of Haley's regarding Gailey was by not firing Chan the moment Haley was hired.
The way I heard it, Haley really didn't have a choice in firing Gailey, anyway.

Haley didn't suck as a Head Coach - that's ridiculous, Dane. He was young, and straddled with a roster that had no depth, no QB, and the worst GM in franchise history.
The fact that he was able to accomplish what he did with what he had, is in fact a testament to his NOT being terrible. And Big Ben is basically putting up the most efficient numbers of his career (regardless of his pick today - Carr's a stud.)
Plus, he loved this city and loved coaching here - he gave a shit, and it showed.
With a supportive GM, Haley will be a successful head coach.

He became OC out of default in '09; I wouldn't call delegating a job to yourself a 'hire.'
