Ask the homeowner what size of HID lighting it is. Then you will know if you have a case or not. Looks like like a 70w or 125w to me, and that is really nothing to really speak of. The orange glow is indicative that it is a HPS. High Pressure Sodium is the dimmer choice to your eye of HID lighting. Be thankfull he didn't put a 1000W Metal Halide light in. You would have a new star in your window.
But like a lot of people say, you can't make everyone happy.
