Your reduction/deflection doesn't work. It doesn't deter in any way from your perception of P&R as "a show about a dumb blonde and jokes about her being a dumb blonde and the zany situations dumb blondes get into" when the "dumb blonde" in question (Amy Poehler's character) isn't even dumb. The character is smart, in fact, and dedicated to a fault. She's socially awkward and has an innocence & naivety about her but she is not dumb. This is all readily apparent to people who watch season 2.
(I will grant that the character was written as sort of dumb in season 1. Season 1 was a show that didn't know where its voice was or what its character really were. Your description sort of fits season 1; another reason why I thought - still do think, despite your protestations - that you hadn't watched season 2.)
