It is from some kind of delivery that uses wire tag holders like this:

I am thinking maybe on newspaper bundles that would be dropped off around the city in the early morning hours.

[Pointing emphatically.] I was thinking it could be something like that! The wires are very small and thin, which makes me think that they're for some temporary purpose.

I can't tell for sure on my phone, but I agree. It looks like an aerial clamp that twists around old steel drops. We wrecked out a ton of them on our last FTTH project. I need to look on a bigger screen to be sure.

I was being serious, btw, I ride road bikes and you see these in the gutter (or dig them out of your tires) a lot. Normal car ones are smaller but maybe these are from a big truck tire
