It means that it's based on the location of your computer watching the games....and not on who ordered the Sunday Ticket.

Example: You use my login info to watch NFL Sunday Ticket and you are in KC. The KC game would be blacked out because of where you are at instead of the Raiders game being blacked out because I'm in Cali.
