It was purposeful, but they were tests of dispersion patterns using an innocuous substance as a stand in for a chemical agent. There's really no evidence that this lady's thesis has any relationship to reality.

If you see a sentence containing 'while definitive proof has not yet come to light, concerns linger' or some variant thereof, spidey senses should tingle. Same for 'appeared to target xxx, yyy.'

If we knew all the scummy things our government has done to it's own citizens back in the 20's-60's, we would be stunned.
