That's probably true. I've witnessed it done at a few local - upscale - restaurants around town. I see no problem with it in certain circumstances.

Basically. If I know I only have a certain amount of money to spend, I do my best to order something cheap enough so that I will still have money leftover to leave a suitable tip.

For all I know this lady had six kids with her and the service was terrible. She took her one kid out for his birthday and wanted to have a great time but the service was so terrible it ruined the whole experience. Tips are for doing a good job not just doing the bare minimum in my opinion and I was a server in high school and college for 7 years. I have never understood these servers that exepct a customer to just give them a tip if they do just enough to get by.

This shit happens all the time, but yeah, it's incredibly obnoxious. I can only think of three situations where not tipping can mean anything other than the fact that you're a total douche:

1. You are from a foreign country and just didn't understand you were supposed to leave a tip. (still minorly douchey)
2. You just plain forget. (still moderately douchey)
3. You receive the most absolutely terrible service you've ever experienced. (acceptable once or twice a decade)

In this case, she outright acknowledged that she knew she was supposed to tip but just wasn't because she couldn't afford it. That's on the level of theft if you ask me.
