Hammond's plays special teams and is able to return punts. I doubt he makes the 53 this year but he's got more "value" than washed up Mike Williams.

If I'm not mistaken, he only plays special teams by returning punts. Does he do any other special teams? Seems like we've been holding a roster spot for years on a non upside receiver who is mediocre at returning punts.

Agree. They might not have planned for Hill to be a big part of the offense, but if he is, he shouldn't be the full time returner. Maybe someone, I don't know about Hammond, will stay on for that role.
