Tennessee is a better job currently than Indy IMO.

Better overall roster, less crazy ownership, etc.

The only thing Indy has going for it is Andrew Luck but that is obviously a huge question mark with his health situation.

The Titans should have been a lot better than they were. That roster is pretty nice. And Mariota has a sky high ceiling.
