Depends on if he was in the middle of a workout... Some people like to get mentally focused during their workouts. Talk distracts mental focus.

He was taking a break DB front raises. Then he preceded to do a workout filled with mostly machines and cable work. Lame.

Wait until they're done with their set, and preferably, they're close to where you're working out. And be ready to go when you ask. Don't ask and then just sit there getting psyched or resting. Most people don't mind giving a spot. I've never had anyone say no.
