NFL has to market their game with appeal and drama, but the game still needs to be played. There just happens to be very few teams that play it to a high enough level.

I consider PEDs a bigger crime. Knowing loop holes in the rule book is just genius, and it doesn't prevent other coaches from doing the same. If you ever played sports.. coaches teach cheating all the time.. ways to manipulate the game.. how to not get caught.. every team tries to get the competitive edge. It's really not a shock when theres millions-billions on the line.

The level of play is similar. Some teams get selective enforcement advantages though....others get that plus cheat
