If you have a drill press and moderate ability, you can piece these things together from online stores, sans FFL (even for the lowers) and its all 100% legal. And if you have the ability to complete an 80% lower, you probably have the ability to go ahead a do some minor grinding here and there to make it fully auto. Even if its prone to failure with poor craftsmanship on your end, at under $700/completed gun, its not hard to image he built well over 10 guns for minimal investment with no real papertrail. One gun fails, move to the next. Or he could have bought back ally guns that were ready to go.

And if a dumbass like me is aware of any of this, others are too...and much craftier.

I'm 100% pro gun, but sadly, its is very easy to buy/create almost anything you want with just a little bit of knowledge and a marginal line of credit.

I'm not arguing with you about having a non-stamped (or post ban) automatic weapon being legal or not. I'm simply saying, you can purchase every part needed, skip FFL, have no papertrail, and as far as Uncle Sam knows, you are a legal eagle, and technically you are because you didn't make any illegal purchases. Making it illegal is pretty moot at this point.

Short of an outright ban on weapons, I'm not sure what additional laws/restrictions can be put in to place. They're already illegal. if someone converts one to full auto, I suspect that the act of converting to full auton is also illegal.
