...suspect is expected to roll over almost immediately after being tazed, and when he is unable to comply within SECONDS, he gets tazed again?

..how many times have you seen 20 officers, unable to control their adrenaline, racing to be the first to put a knee on someones neck and head?

sadly, I think this kind of mentality is going to become more common.
