The trick to it is his time frame, how long he can wait it out for the right price compared to how fast he needs it .... simple supply & demand and truck availability over a ready on demand LTL carrier..

Sounds like the ( if ) next light load of sugar going to Des Moines could be the ticket. I just don't know when it may be, would have to do some checking to see, put it on the back of a van to lift it right off.

We do have some flatbed and step decks running that lane, would it have to be tarped ?

Ahh we play in the auto brokerage side but have quite a few clients needing ltl service. It's always good to have quality contacts.
