It can go both ways, but the way I've always thought of fetishes is that the presence of whatever glorious object it is holds the key to eroticism. For people who love balloons and latex, for example, they love the feel of it on their skin, but they also love the pop of balloons, the smell out of the package, the sight of it being stretched, etc. The fetish is a sexual object meant to be acted UPON, just like you would the feminine organs.
Feet are where it gets complicated, sure, because you can be sexually aroused from having your own feet touched. And that would be part of the fetish, but only a very small specific part. Having a fetish, again, means you take in the entire experience of the object. With feet, that's the look, the smell, the feel, the taste, and even the sound when you slap them. Thus, more foot fetishes are about doing the sucking and touching yourself rather than having that done to your feet.
But your arousal is just as valid to the fetish community as anything else. It's just more contained and specific, that's all.
That's my take on it, anyway. Somebody will probably tell me I'm completely wrong, but whatever.
