The man described his suit as a hooded painter's uniform and a fleece.

He wants to hunt them with a bow which means he likely needs to get within 40 yards of them. Trying to get close to an animal that lives at high elevations and some of the trickiest mountainsides is pretty difficult.

Mountain goats are rather skittish. Also, steep mountainsides with little or no timber for cover will make bow hunting these animals a very difficult challenge.
