Looks like they are taking the opposite approach with Chen from last season. Last season he spent the first part of the season in the pen and became a starter later on. This year they are using him as a placeholder in the rotation for Duffy for as long as they reasonably can.

EDIT: either way, Ned/Dayton don't believe Chen holds up as a season-long starter. He will definitely be moved to the pen eventually.
Chen in long relief I think would be great. That's a tricky adjustment say coming from our rotation for the first 2 or 3 times through the order.
