I wouldn't say it's full on rigged, but I do believe the league tells its refs to be more favorable with calls to some teams over other teams.

I was intrigued by the theory someone else posted (before the game) that the refs would have orders to keep it low scoring since a high scoring game would be a blowout.

Just stop... The NFL didn't help Carolina, but it wasn't rigged. This one is 100% on Carolina playing flat and Cam thinking he was as good as he thinks..
