That's cuz they don't know if he is going start the season as a Packer or not or what ever team he would start for. They'd have to do a lot of recovers if he went else where. And his face wouldn't sell as much as Mahomes.

That explains this year but it doesn't explain the other years he could have been on the cover.

The year after they won the Super Bowl he had a ridiculous season. Lit up the NFL. Was dropping bombs all over the field. Still wasn't on it the next year.
