In a tie game at home you bring in your closer in the 9th. |
The game today was lost because of Shields poor start, and the offense's inability to capitalize in the 8th inning.

Hence the reason why said closer, typically a teams best reliever, pitches in the 9th inning when tied at home. There is no save situation.
